The main reason the City of Mississauga has arranged that I would not be allowed to make FOI requests is that the FOI requests I make show that the City is not doing its job, deceiving Mississaugans or otherwise acting responsibly.  The Forest Management Plan for the Cawthra Bush, approved in 1999, calls for "A detailed inventory of herptile population and continued seasonal monitoring of population levels,".  The response to my FOI request clearly shows that the City is not doing what it promised Mississaugans Taxpayers, it would do in its Forest Management Plan.    Also, I am locked out and unable to do the monitoring that should be done.  To be fair there was one limited study done in 1999 but is hardly adequate given the urban circumstances of the Cawthra Bush.

This is in response to your request under the Municipal Freedom of Information and Protection of Privacy Act dated January 9, 2004, for access to: "Salamander monitoring and/or records at the Cawthra Bush from Aug. 1997 on. Copies of records that detail the salamander populations at the Cawthra Bush."

Access is granted to your request. Enclosed are the following documents:

2      A note to file from William Montague dated August 14, 2001

3      Communication from Peter Lyons to Dr. Bogart dated September 24, 2001

Section 45(1) of the Act authorizes charging fees in connection with requests for access to information held by the municipality. In this case, fees could be charged for photocopying, however, fees are being waived as authorized by Section 9(2) of Ontario Regulation 517/90.
