Dear Hazel:

I am astonished to hear of the actions taken recently by your By-law officers against Ms. Lois Stevens of the Burnhamthorpe Cat Shelter.

Ms. Stevens is performing a most necessary function for the welfare of stray cats in Mississauga.  She believes that she is in full accordance with all local By-laws, having previously approached various officials to verify any restrictions.  She conducts a voluntary, private service to rescue pregnant female cats that have been abandoned by irresponsible people, allow them to whelp, raise the kittens and resocialise the frightened mother.  She advertises for responsible homes for the kittens and) after neutering, the mother.  All this is funded from her own resources.  Of course, she gratefully accepts any donations offered from those adopting kittens to offset her considerable expense.

She has constructed a housing unit on her property which qualifies for the highest praise for architecture and construction.  She upholds the highest standards of hygiene and preventive medicine.

She presented a presentation on Responsible Pet Care at the Animal Health Week exhibition in Mississauga on October 22  1988.  Her presentation was heard by your Animal Control Officers.  It is ironic that, beginning the very next week, she should be continually inspected by your By-law officers.  It is ironic that she should receive the orders from your By-law officers to cease her activities immediately.  It is ironic that she was already preparing to relocate her facilities next summer anyway, due to your decision to convert the land and building she now rents from the City into parkland.  It is ironic that, arising from her honest effort to educate the public regarding Responsible Pet Care; she should be investigated by your By-law officers as if she were an Irresponsible Pet Owner.  It is ironic that the By-laws, originally drafted to prevent Irresponsible Pet Ownership, should be used to cut short a commendable effort in Mississauga.

I strongly urge that Lois Stevens be granted dispensation from the By-laws as charged by your officers and that she be allowed to continue her Humane service up to and including her relocation time of next summer.
