23 November 1988 Dear Mrs. Hurson: Thank you for your letter with respect to Lois Stevens' cat shelter. The matter came to the attention of the Animal Control through a citizen complaint where they mistakenly thought that cats were being sold. This then triggered the by-law enforcement intervention. I have since sent a memo to staff that given the circumstances of the location there should be no problem to let this facility coexist. Staff have agreed to this. The larger question is animal shelters in private homes elsewhere in the City. I think that is a larger question that we will have to address in a more detailed report at a future time. None the less in this particular case and circumstances I think staff have the discretion to ignore the technicalities of the by-law. Yours truly - David J.
