Gardens on Credit River endorsed

By Mike Funston - TORONTO STAR

Mississauga councillors last night endorsed a $37.5 million plan to develop a public gardens along the Credit River.

With about 600 members of area garden clubs watching, the city's planning committee unanimously approved spending $200,000 to develop a detailed master plan for the project.

"With all the development we've had in this city, I think this demonstrates our enterest in providing public open space where people can enjoy nature," Mayor Hazel McCallion said.

"We haven't asphalted the city," McCallion said. "We're preserving environmentally sensitive areas."

Councillors have come under fire in recent years for rampant developments that's destroyed several wetlands and wooded areas within Mississauga.

Development of the gardens will begin in 1996 and proceed in stages.

They will be located on 60-hectares (159 acres) of scenic property, formerly private estates, which the city has bought.

The land is on the east side of the Credit River, north of Burnhamthorpe Rd. W.

It has many features needed for the development of a "superb public gardens" with trees, meadows, cliffs and wetlands, recreation parks commissioner Ian Scott said.

The city, with support from the Mississauga Garden Council, a volunteer group formed to assist in promoting the project and raising funds, has adopted a three-part concept for the development, Scott said.

 The three components will be:

        - An ecological garden focusing on the natural environment of
          the valley.
        - A display garden with artistic designs.
        - An agrarian demonstration garden.

In addition, there will be a greenhouse conservatory, a pavilion with a restaurant, gift shop, meeting rooms and offices.

The results of a $100,000 feasibility study released at the meeting indicate the garden will attract 300,000 to 400,000 visitors per year, with an annual operating cost of $3.2 million.

However, the study forecasts an annual operating deficit of $500,000 for the first five years of operation.

"We hope to minimize this through public donations, grants and the sale of memberships with help from a well-organized volunteer group," Scott said.

Aubrey Edwards, a founding member of the garden council, said the huge turnout at the meeting shows there is tremendous support for such a project in Mississauga.
