CAPTION;   Brian and Lois Stevens stand in front of their city-owned property on Burnhamthorpe Rd., which has been the centre of controversy for more than a year.  The couple have been operating a cat shelter on the property.  The City wants them off the land.  An agreement that would allow the Stevenses to remain in the house until mid-1991 is in the works.
