in the town of Halton Hills.

News papers out side of the GTA really get into reporting local events far more than the GTA does.

Planning Meeting at City Hall - Mar. 5, 2001, 7pm  regarding the Sithe and it is hoped there will be a large turn out of Mississaugans to express their concerns.  For info you can call the City, Paulina Mikicich 896-5752.

SUBJECT:  Sithe public meeting

I have received word that the Rezoning application meeting will go ahead tonight in spite of the snow storm that has dropped some 6 inches in the last 24 hours and as the City of Mississauga gives its self 2 days to plow City streets.  The roads in my area are still unplowed.  The weather is too severe for me to attend this meeting, as I know will be the case for many ours.  As I know the City has canceled meetings in the past for snow storms that dump less snow then this, I will be reporting to the public and on my web-site (http://home.eol.ca/~donbar/comunity/Air-Pollution.htm), that the City is going ahead with the meeting knowing the severe weather will keep the public away.  A cold and calculated act by the City.

I ask that this letter be added to record regarding the Sithe Energies Canadian Development Ltd.,  rezoning application  as public input and would ask that it be read into the record at the meeting.

My strongest concerns are in regards to public health.  A full environmental assessment should be done.  Further more I share the communities concerns regarding their children and "Lakeview cough".   The City of Mississauga should under take a health study to discover what respiratory problems exist now so they can be compared to after the plant is running (as I see no way the money first  City of Mississauga is going to hold up this plant for something as insignificant as the health of the children in Mississauga) and possibly the outcome of the study would show the need for a proper environmental assessment.

Lakeview Generating Station;

I received an e-mail (from the Clarkson Fairfields South Ratepayers Association), about the Lakeview Generating Station and checked out the goverment site.  As the wording on the govermentsite was very hard to follow and I didn't clearly see what the e-mail was talking about, it was checked out.  Below is the e-mail from Jack Gibbons - Chair - Ontario Clean Air Alliance.

The email is accurate.  However to avoid any confusion, it is important to note that while going from coal to gas will lead to a big reduction in emissions, the emission rates of Lakeview per kwh of electricity produced will be higher if its old coal boilers are used to burn the gas to generate electricity instead of new high-efficiency combined-cycle gas turbines such as Sithe is proposing to use at Southdown and Goreway sites.

The greenhouse gas emission rate of burning gas in the old boilers would be approximately twice as high as those of a modern, high-efficiency natural gas power plant.  The nitrogen oxides emissions would be approximately 5 times higher.

The OCAA will be issuing a report on this issue next week. [week of July 30/01]

This has been pasted on to me to share with those who are concerned about  the ever mounting air pollution in the Mississauga / Southern Ontario area.  The Provincial government has set a deadline of Aug. 2 / 01 for the public to respond with their concerns - knowing many people will be on vacation.

So if  you like breathing air and not smoke, if the sight of children coughing while trying to play upsets you, take a minute and tell the Harris-ment government that promises about clean air are to be kept.  Personally I see the Tories doing what they did to our water, to our air, keep cutting back till people start to die, then do something.  Only in this case it takes people a lot longer to die.

Lakeview Gas Conversion not as promised

According to the Globe and Mail (July 5th 2001), The Mississauga News (July 8th and 18th) and Jack Gibbons, spokesperson for Ontario Clean Alliance, the Ontario Government has broken its promise that "any future electricity generation at the Lakeview site would be required to meet the emissions performance of efficient natural gas technology."

Four months after making that announcement, the Ontario Government has instead chosen the cheapest and highest polluting option to end coal burning at its Lakeview power plant.  The Ministry of the Environment is now proposing that the plant, one of Canada’s biggest air polluters, use natural gas to fire its boilers.  The Ontario Govt. does not intend to require the facility to install natural-gas turbines, the most efficient technology for reducing air pollution, as was indicated in March 2001 by Mrs. Witmer, Minister of the Environment. (In addition, presently Lakeview is not running at full capacity however the Ontario Govt. has ordered that the plant be sold, making the emissions output from the plant even more uncertain.)

This is going to permit a doubling of the nitrogen-oxide emissions and green house-gas emissions", compared with the cleanest option, (natural gas turbines), according to Mr. Gibbons.

What does this mean to you?

Clean efficient technology will not be used once Lakeview has been converted to natural gas.  Lakeview’s negative environmental and health impact will be greater than promised and it will continue to be a major source of smog and air pollution,.  It will affect your health more than need be.

For your comments, the Provincial Government  ( Ministry of the Environment at www.ene.gov.on.ca), has posted this Proposal for Regulation on the Environmental Bill of Rights Registry web-site at  http://www.ene.gov.on.ca/envision/env%5Freg/english/016220er.htm.
The EBR Registry Number is "RA01E0014"

To comment on this posting (No.RA01E0014)  before August 2 nd 2001 - so it is likely that faxing them is the only way to do so in this short time, contact:

The Provincial Government has backtracked on their promised emission standards for the Lakeview Power Station.  If residents do not state their concerns, they will be told their silence gave their consent.
